Breaking this out of #796, because it has made no progress in that issue.

In #796 (comment) on 9/18/24, I said:

It would also be good to flesh out sun/doc/ToggleButtons.md. It current says:

General information about the PhET Toggle buttons.

... which tells me nothing about the design for toggle buttons.
