Discovered during phetsims/qa#196 but seems to appear in published sims.
Appears on two Win 10 laptops (Hanson and my laptop) but does not seem to appear on @jbphet's device. Does not appear on Win 7 or Win 8 test devices.

Kerning of letters in chrome on Win 10 sims is noticeably off. This applies to dialogs such as the keyboard nav instructions and the about dialog, the sim title, and other text in the sim. This may have impacted the recently taken Masses and Springs screenshots. (@ariel-phet for priority in retaking the screenshots.)

@KatieWoe actually, I did not look at the blown up version at first...if we used these on a poster, we would want to retake them. I will make a separate issue.

During phetsims/qa#565 I saw some kerning oddities on Lovelace, the ChromeOS device.

Noting some ChromeOS kerning oddities in phetsims/qa#601. This seems to indicate a general issue there.

Noting that I'm not seeing this issue in Chrome on my Win 11 device.
