Sound heard when sim is launched in State wrapper #284

Problem description
Seen when testing for https://github.com/phetsims/phet-io/issues/1626 in master and it also occurs in GFL:B.
When the sim is launched in the State wrapper, the last sound played before launching is heard briefly.
This issue isn't happening with mac + safari.

At this point, I'm not assigning to any developer (following Michael K's recommendation).

Steps to reproduce

  1. In the State wrapper, set the State Rate equal to zero
  2. In the upstream sim move Mass 1 back and forth
  3. Once the sound has stopped, press the "Set State Now" button

In addition, if "set state now" is pressed after creating a sound in the downstream sim (such as moving a Mass), a sound is heard
Steps to reproduce:

  1. In the State wrapper, set the State Rate equal to zero
  2. In the downstream sim move one of the masses out of its original position
  3. Press "Set State Now" button--the mass moving sound is briefly heard.

In the Studio wrapper, the launched sim will produce sound when the Reset All button is pressed. It will not produce the Reset All button sound.

  1. Generate sound by moving either Mass 1 or Mass 2, or by using the number picker
  2. Launch the sim
  3. Press the reset button.
