Voicing does not end reading when exiting any menu

Problem description
For phetsims/qa#702
When reading a list on any menu (keyboard shortcuts, about menu, etc.) and exiting while the voice is still talking, the voice will not stop. The only way that the voice will stop is if you click something else to override it or change browser tabs.

Thanks @brooklynlash. I expected this case to be handled, checking to see why this is happening.

We discussed this in the Voicing meeting today and decided that this improvement does not need to block the publication of this sim. But it is an important improvement to be done and we will work on this in phetsims/scenery#1300.
