Language change shifts icons and changes font size

Problem Description

Found in phetsims/qa/issues/862
When changing the language on the sim, the icons for each option can get pushed out of the box.

Steps to Reproduce

Open the sim onto any of the scenes, and select the settings option.
Under localization settings, click through the languages to see the icons shift, and that for many of the languages in like Deutsch and
Ganda the icons are pushed out of the box either partially or all the way.

Thanks @JaronDroder! My understanding is that dynamic locales is not a requirement for the upcoming publication so removing my assignment, but this will be good to track while we work on it in #350
