Problem description
For phetsims/qa#1170, there is still current after I blow a fuse by increasing battery voltage.

Steps to reproduce

  1. Make a circuit like the one below.
  2. Increase the voltage of both batteries to max value to blow the fuse.

There is also current when using a dollar bill and an eraser.
