[CODAP] Sim in saved version is frozen

Problem description
For phetsims/qa#1170, when I opened this saved copy the sim was frozen. This didn't happen with a different saved version, so I am not sure what is happening. Hopefully this console error will help:

@samreid - I think Matt B mentioned that save/load sim state for this branch version wasn't fully working, so this seems like its hitting this bug. How hard is it to make state work? (Note - this sim will have more design after the research is going, so it will go through more future churn ... thus on the branch).
