pgfpages example does not work

I tried to compile the first example on page 105 of the
manual. But I get the following error message when
compiling using pdflatex:

!Undefined control sequence.
<recently read> \pgfpagelayout

l.3 \pgfpagelayout{2 on 1}[a4paper,landscape,border
shrink=5mm]

Other beamer examples that made use of pgf compiles
without error.
