Encoded slash in param breaks route

There's a serious bug introduced with commit b621367
An encoded slash completely breaks the route

E.g. add Test in GenericIntegrationTest.java:

    @Test
    public void testParamWithEncodedSlash() throws Exception {
        String polyglot = "te/st";
        String encoded = "te%2Fst";
        UrlResponse response = testUtil.doMethod("GET", "/param/" + encoded, null);
        Assert.assertEquals(200, response.status);
        Assert.assertEquals("echo: " + polyglot, response.body);
    }

fails with a 404
