allow to configure to set up DBs with default admin permission, if they are not present https://github.com/perfood/couch-auth/blob/master/src/types/config.ts -> extend config.
allow to provide design docs that will be seeded to these DBs -> https://github.com/perfood/couch-auth/blob/master/src/index.ts#L69 do the setup before seed
