Add Internationalization Options

In PLM Technical call (10/29/2020), @jqueipo expressed interest in allowing configurable options for icons (in context of icon for required items)

We should reconsider the requirements for mAtches around customizability/internationalization.

I think providing functionality for multilingual versions of mAtches should be a relatively high priority given the probability that the tool could be used by users with preferred languages other than English.

We should define what other levels of customizability we want (e.g. do we want all icons easily customized? colors? etc?)

Other internationalization issues are relevant particularly at time of data processing
relating to data processing/transformation

• date formats: Think through Date Formats #82
• number formats (e.g. 1,000 vs 1.000)
• Microsoft accommodations (e.g. "CSV" files that use non-comma delimiters)

We are focusing for now on providing ability to translate app to other languages (e.g. set up i18n to provide option to build translation files and then translate the app) (see point 10 https://confluence.pepfar.net/pages/viewpage.action?pageId=19140964)

This one is fairly tedious as it will involve converting hard-coded strings (after setting up i18n), but it might be useful to do this in conjunction with reviewing code
