Tooling Release

In order to ship some minor improvements and bug fixes, let's prepare a v0.80.10 release, flushing out the current contents of the main branch.

Changes to include

• Everything on current main
• IBC query improvements from ibc: handle height in gRPC request metadata if specified #4905
• pindexer dex timeline Add pindexer support for position timelines in the DEX explorer #4946
• pindexer improvements in 9c6cde0
• UIP-6 fix in pd: use commit_in_place to write app safeguard #4954
• more IBC query debug logging in ibc(rpc): always do snapshot selection for proof apis #4955

Compatibility

As this is a point-release, all changes must be fully compatible for all nodes and clients.
Careful attention should be given to the delta between most recent tag on the main branch:
