Import house-number-less streets for venues

Currently a search for "Tim Hortons, Thunder Bay, ON" returns 5ish results with labels:

• Tim Horton's, Thunder Bay, ON
• Tim Horton's, Thunder Bay, ON
• Tim Horton's, Thunder Bay, ON
• Tim Horton's, Thunder Bay, ON
• Tim Horton's, Thunder Bay, ON

This is because for OSM venues without house numbers, we don't include street names which leads to label ambiguity. This issue should add street names when no house number exists during import, then modify labels to accommodate so the labels would be:

• Tim Horton's, Oliver Rd, Thunder Bay, ON
• Tim Horton's, Nakina Dr, Thunder Bay, ON
• Tim Horton's, Waterloo St N, Thunder Bay, ON
• Tim Horton's, Arthur St W, Thunder Bay, ON
• Tim Horton's, Princess St, Thunder Bay, ON
