We should have a place to hold sub-trees that see common use at LCLS. Things like "home the motor at THIS:PV" or "check that this host is up" should be easily pluggable into our configuration scheme.

Mentioned in #20, but splitting out into its own issue.

Wow! Thats a lot of PRs / Issues away from #20 ; but I think we got it with #67. Let me know if you agree. (anyways why doesnt github track PR and issue numbers seperately... I guess naming conflict is worse than large integers which as far as I know have no limit)
