windows-1250 encoding csv

Hello.

I tried to make comparison of two csv online (on site https://www.textcompare.org/csv/compare/) but I wasn't able to get it work with csv encoded in windows-1250. Is there any way to get it work? I tried to set the Encoding on the site to ASCII, ANSI and Win-1250, but no luck.
