Join Working Group Link 404/Page Not Found

The "Join the Private Web Advertising Working Group." link at the top of the charter has the following URL which returns a 404/Page Not Found: https://www.w3.org/groups/wg/[shortname]/join; '[shorename]' needs to be replaced with the appropriate value.

The published charter https://www.w3.org/2024/11/wg-pat-charter.html does include the correct link. When we transfer the repo over we will make sure the final published version is represented. Also related to #78.
