webcamjs instead of flash-applet

Implement webcamjs for image-capture: https://github.com/jhuckaby/webcamjs && http://pixlcore.com/demos/webcamjs/demos/basic.html

This implementation has a flash-fallback for unsupported browsers.

I didn't use webcamjs because it didn't integrate with ExtJS that well. However, it was pretty trivial to implement, so I hope nothing is lost. Fixed via ba8c40a

Reopening, as a flash fallback using webcamjs would be nice. However, there's a blocker where the demo of webcamjs doesn't work for me:
