The progressive deposit for EPM submissions (#1547) has been merged however, the Polkadot runtime configs disable this feature. Set the progressive deposit in Polkadot once it has been tested in Kusama.

@jakoblell after testing this feature in Kusama, do you have a suggestion for the progressive increase we should have in Polkadot? I can prepare the PR already to update the Polkadot runtime configs accordingly.
