Enable objects that the PAPI controls for the extensions. We need to be able to handle things like webviews, resources, etc.

@tjcouch-sil, It seems like some of this task has already been done as part of #67. Is that right?
It also seems like the Webview aspect of this task was split off into #44.

@FoolRunning I would say #67 didn't really handle this - #67 was just a really quick way to make web views work in a testing fashion. I just threw a command together.

For this task, I was thinking we would need to make some concept where the PAPI can create an object to give to the extension and keep that object up-to-date. That way, the object can be modified as needed or deleted as desired. At the moment, I'm particularly thinking about webviews, and I think maybe we should just work on #44 and close this issue because #44 is an actual use case.
