RFC

Summary

While we have stopped using Bionic and have declared it dead, there are still a lot of references to it within the project. In build files, docs, and other places.

This issue is to remove all references & usages of it from the project.

See this list of references. Not all of these need to be changed as some are in historical documents that should not be modified, but this is a good way to review and look for references that may have been overlooked.
