React to CentOS Stream dist-git comments

As a next step for basic CentOS Stream support implemented in packit/packit#2085 , we need to support reacting to CentOS Stream dist-git comments.

TODO:

• Treat the events coming from https://gitlab.com/redhat/centos-stream/rpms/ as dist-git events so the various packit comment commands work the same way as in Fedora dist-git.
  • Prepare and refactor events/parsers for CentOS Stream dist-git comments #2471
  • Enable consuming of those events in packit/packit-service-fedmsg (the topic is bit more complicated since it includes the namespace and repository too, hopefully it won't be a problem)
  • Ensure that handlers are able to handle (pun not intended) the dist-git events from GitLab
• Make a demo about that.
• Create a Mastodon post about that.
