All parts of CE that access the modelmeta database (which is to say, pretty much all parts) should check that they are accessing a database that is on a compatible migration version for modelmeta, and issue an error message when not.

modelmeta will provide the compatibility check function.

I suspect that this could be done upon app instantiation about here.
