[BUG] Notifications only work with audio notifications enabled

Current Behavior

With notifications enabled, but audio notifications off I get no notifications. Both on Debian 12 Linux and Windows. But when I enable audio notifications, then I get a notification with an audible bell.

Expected Behavior

With notifications on, but audio notifications off I should get a visible notification without the bell.
