Password reset gets stuck with masterkey is enabled for encryption and not fitting the policy

Steps

1. Login as admin
2. As admin enable masterkey for encryption
3. As admin create rule password At least 8 characters are required and save
4. Create user1.
5. Log in with user1, set an email and logout
6. Try to login with a wrong password with user1
7. Reset password via mail
8. Try to set a new password that do not match the password policy rule

Expected behavior

Current Behavior

Reset Password button disappears and a infinity spinner is shown

Reproduced in oC 10.2.1 (will test in previous versions to check if it is a regression)
