Write developer documentation and notes to describe how an external developer or admin could install, setup, and configure the J-Browse visualization plugin in Overture Stage.

These dev notes will help us write the actual end user documentation for Overture.bio website.

@MitchellShiell to provide link to the template here for the dev notes.
