Bulk Optimization Command

It would be great if there was the possibility of mass optimisation of all images.

For example, I forget to activate a specific optimisation, or I change values, or a new format comes out and I want to be able to optimise all my old assets.

The idea is to create a command, for example:

php artisan mediahub:rebuild

Or something like that.

What do you think? If you want I can prepare the PR for you, I am already doing some tests with sites and I see no criticalities but only advantages.
