BUG: duplicate entries

Scorecard seems to have race conditions where some entries are overwritten. Users are hitting this problem inn the Action, e.g. ossf/scorecard-action#1094 and ossf/scorecard-action#1076

The second Code-Review refers to the contributor check Info: contributors work for github,githubnext,maintainers,npm,sigstore
