Remove commit reference and url doesn't point towards version repo

On the webapp, the version for each package is displayed, but the commit ID is also displayed. Further, the url points towards the main github repo instead of the version that is being used in the current version of the webapp.

For example, TaxBrain shows:

and the url is:
https://github.com/OpenSourcePolicyCenter/Tax-Calculator

when I think it should be
https://github.com/open-source-economics/Tax-Calculator/tree/0.9.0

The PR #622 was opened in response to this issue. This issue was also raised in this comment in #612 and in this comment in #581.
