DCO signoffs needed for new contributions

Dear Witness development team. You are doing great things with all the new commits, but not all the commits are being properly signed off. I have made the mistake of making commits that are not properly signed off, and I know what a pain that can be. The best way to fix the present problems are for the respective authors to sign off their own commits.

Copying @ModeSevenIndustrialSolutions who can help with people (and bots) who get stuck in the git tarpits of retroactive commits.
