Define model for Portfolio Data upload:

File formats accepted
Metadata tags required for ITR tool to function
Data access management rules for portfolio data
Portfolio data display (via ITR tool or SuperSet)
Sample portfolio data for test suites

Presumably all tools will use a common portfolio data upload function, so this should ultimately migrate to Data Commons platform.
