Publish to WinGet

Please consider publishing to WinGet for Windows users. It is currently already published to Scoop however WinGet now comes out of the box with Windows and is quickly becoming the default tool for declarative package management on Windows.

Many dev tools are available on WinGet, git-cliff currently requires manually installing.

I made an issue over on the winget-pgks repo microsoft/winget-pkgs#140905 and you can see it online here https://winstall.app/apps/orhun.git-cliff.

I'm not yet sure if winget-pkgs periodically looks for new versions in it's index, or if updates are manually added, or if tools manually tell winget-pkgs a new version was published. But, I think this is a good start and get's at least the current version (x86 and x64) published.

I guess git-cliff is now available for WinGet so I think we mention this in the docs, right? Are you possibly interested in adding it?
