UDP Broadcast high packet loss

We are trying to send out data via UDP [ff03::1], but are experiencing fairly high packet loss of around 40%, with 4 routers in the network.
We observed that different packets are arriving at different nodes, making it unclear where exactly the packets are lost.
All our devices are routers/children, none are sleepy.

Could you please answer these few questions?

1. Is this packet loss expected, or should a broadcast message arrive somewhat reliably?
2. Is there anything we can change in order to improve the connection quality?

Can you provide more information about your test setup? For example:

• What git commit are you using?
• How many total devices in your network? How many are operating as children?
• What does the topology look like? Are the routers directly connected to all other routers? Or do they form a linear network?
• How large are the UDP packets?
• At what rate are the UDP packets being sent?

Any logs and/or packet captures you can share?
