Our team is currently working on building up the reusable actions for CI workflow run crossing multiple OS platforms. The workflow run itself includes some package installation and it works perfect on macos-latest and ubuntu-latest. However, the run on windows-latest gets a high chance to encounter with connection problem (here is an example: https://github.com/opensearch-project/security-dashboards-plugin/actions/runs/3382915584/jobs/5618317617#step:4:1305), so that the result of same test case is getting flaky in our entire CI workflow run.
Is there anyone facing the same problem or is there any solution we can apply to address this?
