I tried to add a Github-hosted runner a couple times but it is stuck in "Provisioning" status:

Update: I tried to add Github-hosted runners on multiple organizations and it seems to be stuck everywhere.

We cannot use our runners, we are stuck in a state of Waiting for a runner to pick up this job...

Just an update. Our runner has finally been picked up. For at least 42 minutes it was stuck

Similar situation here, I had to wait more than one hour for my runners to become available.
