add a property to disable tcp offload (issue with vmware vmxnet3 & ubuntu 22.0.4)

As of ubuntu 22, the NIC level checksum calculation offload is activated
This causes issue with vmxnet3 (high performance vmware nic device virtual hardware).

The bosh release should support disabling / enabling this feature on the OS level.
