Releases Only mode forces Draft releases to be picked #8

Hey,

In the Release Only mode, draft releases seem to take precedence, even if there is a later SemVer version released.

I've started working on a fix: https://github.com/nova93/find-latest-tag

Currently, it's skipping all the prefix & regex logic

@oprypin: I can't promise any proper contribution, but I'll try :-)
