See the BCD governance doc for inspiration.

I think we probably don't need to differentiate between owners and peers here. We can all be peers. Current peer list:

all of the OWD team
Philip Jägenstedt

Need to describe how more folks can become Peers and what are the responsibilities and rights etc.
