Enhancement Request

Bundle OpenStudio Results Measure with installer

Detailed Description

Right now if there is an issue accessing the BCL for some reason the OpenStudio Results measure is not downloaded, #640. Consider adding the results measure to the installer as a final backup location.

Possible Implementation

Suggest adding a measures folder in the installer, add that to the path when searching for measures.
