[roads] don't render tracks of high tracktype at low zoom

The attached patch hopefully causes mapnik not to render tracks with tracktype of grade4 or grade5 at the zoom levels where tracktypes are not currently differentiated. This should make for a less cluttered map at those zoom levels.

Not convinced this is actually necessary. Can you provide a URL of somewhere that is too cluttered in your view for me to make a final decision?
