Help links should guide people more #303

The help links currently look like this.

Instead, let's make one help landing page that tells people where to go given their situation; rather than simply telling them about the existance of a wiki, let's say when it's a good idea to post or search there and what sorts of things can be found there.

http://learnosm.org/en/ is another project to link to from this page.

We should also surface specific wikipedia pages here.

Lastly: leave Copyright & License in the sidebar for now. That's not a help page, more of an "about" page.

We need to be careful with learnosm - despite the name it's a rather power user targeted site with JOSM as the main tool.

A help landing page has been added as part of the redesign branch (#498) which was merged today.
