See https://kb.vmware.com/s/article/88157:

On VMware vSphere 7.0U3 and later, please choose Red Hat Enterprise Linux 9 as the guest operating system only in Virtual Machines where the user selects or upgrades the virtual hardware version to 18 or later.

In https://github.com/openshift/os/blob/master/image-rhel-9.0.yaml.
