Stream Gauge drivers support for county codes not working

The ability to restrict requests for data is only available at State code levels. Entering a county code does not restrict served gauge information down to only county code(s) listed. It is not clear if one is to enter a state code and county code or only county codes. Selecting multiple state codes is likewise not operational or maybe should be restricted.
