[BUG] Updating permissions shows all the changes

What is the bug?

When I rewrite permissions to a role, it shows all the attributes changing like index_pattern, field level_security etc

How can one reproduce the bug?

Create a role, and change the permissions

What is the expected behavior?

Only attributes that are being touched should change

What is your host/environment?

Terraform agent runner
