Is your feature request related to a problem?
The build workflow pulls the latest security.zip from the distribution build but this could be out of sync from the opensearch artifacts.

What solution would you like?
We should consume snapshot artifacts produced by the security plugin - see this companion pull request opensearch-project/security#2438

Do you have any additional context?
Will help unblock PRs like the following that have been stuck for a while.
