[BUG] Sign up to become a solutions provider link is broken on .org

Describe the bug

When a solutions provider clicks the button in this page: https://opensearch.org/partners/ - it no longer links to the correct issue to collect provider information.

Expected behavior

When a provider clicks the "Become a Partner" button on .org, it should take them to the new solutions provider issue to collect their meta. Instead, it creates a generic issue when you click it.
