[Stylelint] migrate Stylelint config package to this repo

Origin: opensearch-project/OpenSearch-Dashboards#4290 includes the addition of the package @osd/stylelint-config.

This package existing in the OpenSearch Dashboards core repo makes it difficult to move fast while adding rules.

Describe the solution you'd like

This package as long as it's exported can be consumed in for example in: https://github.com/opensearch-project/OpenSearch-Dashboards/blob/main/.stylelintrc.yml#L2.

This way new rules can be added within OUI and OpenSearch Dashboards doesn't need to do any changes.
