OUI component for empty content

This is a follow up issue on opensearch-project/OpenSearch-Dashboards#2813 to get help on the EUI/OUI component for displaying empty state body. We have tried using EuiFlexGroup with style minHeight to get the desired layout but we were told we shouldn't have to use style.

We also tried using EuiEmptyPrompt but still facing the same issue (not enough vertical spacing in the body).

Can you please advise on what would be the appropriate component that should be used here? Thanks.

IMHO, I think this issue would make more sense in the https://github.com/opensearch-project/oui repo
