[BUG] Release signoff for bundled OpenSearch Dashboards with Dashboards plugins always failed

What is the bug?

The release signoff for bundled OpenSearch Dashboards with plugins always failed.
Here is the latest log .
Found two potential issues:

1. The opensearch server can't start
   This issue may related to this PR: Remove instances of hard admin credentials #981
2. The tar file of OpenSearch Dashboards doesn't include any plugins, it can't be started without security plugin. This workflow will run all plugins cypress cases, the tar file should include all plugins.

How can one reproduce the bug?

This workflow run regularly, the latest log will be displayed in the Actions tab.

What is the expected behavior?

The workflow should be run successfully and display the failed cypress cases.
