Tag or auto assign the maintainers for component release issues

Today we have one of the entry criteria as Each component release issue has an assigned owner. We have this metric now in central release dashboard tracking if an owner is assigned to the component release issue https://opensearch.org/release-dashboard#component-metrics-dashboard.

Describe the solution you'd like

Use the Metrics datastore to find the release issues with missing owners:

• Assign the maintainers to release issue if no owner is assigned.
  (or)
• Tag the maintainers on the issue to inform about the missing release owners.
