Add rollback after artifacts promoted to the prod bucket

As of now we need to manually rollback the artifacts if a release is not out after the artifacts promotion. We want to have an automated pipeline to backup the releases dir before the promotion so we can easily roll back in time, then clear cache.

This is old issue and it is outdated as the centralized release workflow is there: #4136 (comment)
